Understanding LLND Requirements as Part of New ASQA Standards in 2025

With the updated ASQA standards rolling out in 2025, RTOs across Australia, including those delivering short courses, must review how they handle Language, Literacy, Numeracy, and Digital (LLND) assessments. The message is clear: LLND must be assessed prior to enrolment, not after training has commenced.

This change reflects a broader push toward proactive support for students, helping them succeed from day one.

LLND Assessments Now Required Before Enrolment - No Exceptions

As outlined in the June 2025 update from Newbery Consulting, the draft standards require RTOs to identify and support student LLND needs before enrolment is finalised.

This isn’t limited to longer qualifications - even short course providers must conduct an LLND assessment prior to enrolling a student. Whether you’re delivering first aid, white card, or RSA training, the same compliance obligations apply.

Gone are the days of relying on enrolment forms, in-class evaluations, or assumptions based on conversation. A structured, documented LLND process is now a baseline requirement.

How Are RTOs Handling LLN Assessments Right Now?

We ran a poll to get a snapshot of how providers are currently managing LLN assessments:

  • 64% use a digital LLN tool during pre-enrolment
  • 13% rely on paper-based LLN in class
  • 15% use the enrolment form to confirm proficiency
  • 5% rely on the trainer’s judgment during class
  • 3% deliver courses they believe don’t require LLN

It’s promising to see that most RTOs have already shifted to pre-enrolment digital assessments - but for others, adapting to the 2025 standards will mean overhauling legacy processes.

Delaying LLND assessment until after enrolment puts your RTO at risk - both in terms of compliance and student outcomes. By identifying support needs early, you’re better positioned to:

  • Ensure students are in the right course
  • Provide learning support from the outset

Some RTOs develop their own LLND tools aligned to the ACSF using guidance from TAELLN411 or foundation skills training units. These must still meet validation and pre-enrolment requirements.
